A drone strike in the Romanian city of Galati near the Ukrainian border injured two civilians early Friday, marking the first time since the start of Russia’s full-scale invasion of Ukraine that a residential building in Romania has been directly hit. Romanian authorities said the drone crashed into the roof of an apartment building, sparking a fire and sending a 14-year-old boy and a 53-year-old woman to hospital with injuries. The incident triggered strong reactions from NATO and the European Union, both of which condemned Russia and warned against further violations of allied territory.
Romania’s defense ministry said the drone entered Romanian airspace during a renewed wave of Russian attacks targeting civilian and infrastructure sites in neighboring Ukraine overnight. According to officials, radar systems tracked the drone until it crashed into the residential building in Galati, a city located close to the Danube River border with Ukraine. Two Romanian F-16 fighter jets were reportedly scrambled after the incursion was detected, although authorities later said there was insufficient time and opportunity to safely neutralize the drone before impact.
Military officials explained that Romanian forces had only a few minutes to react after identifying the incoming drone. General Gheorghe Maxim of Romania’s Joint Forces Command stated that the available response window lasted around four minutes, leaving little room for safe engagement without risking civilian casualties on the ground. Romanian President Nicusor Dan defended the military’s decision not to shoot down the drone, saying the conditions necessary for a safe interception in a populated urban area were not present at the time of the incident.

The Romanian government described the strike as a “serious and irresponsible escalation” by Russia and summoned the Russian ambassador following the attack. President Dan also convened a meeting of the country’s national defense council to assess what officials called the most serious incident affecting Romanian territory since the war in Ukraine began in 2022. Romania additionally requested accelerated deployment of advanced anti-drone defense systems to strengthen protection along its eastern border and improve its response capabilities against future incursions.
International condemnation followed swiftly after news of the strike emerged. NATO Secretary General Mark Rutte called Russia’s actions reckless and reaffirmed the alliance’s commitment to defending every inch of NATO territory. European Commission President Ursula von der Leyen said Russia’s war had “crossed yet another line,” while leaders and officials from Germany, France, Britain, and the United States also criticized the incident. Moldova President Maia Sandu warned that Russia’s actions represented a wider regional threat, noting that drone debris and incursions had repeatedly affected neighboring countries since the war began.
The incident has intensified concerns about growing security risks faced by NATO member states bordering Ukraine and Russia, including Romania, Poland, Latvia, and Estonia. NATO officials confirmed that discussions are ongoing regarding possible additional defensive measures and closer military coordination while investigations continue. Although there has been no indication that Romania will invoke NATO’s Article Four consultations at this stage, the latest incursion has once again highlighted the fragile security environment across Eastern Europe as the war in Ukraine continues to spill beyond its borders.
