At the Shanghai Cooperation Organisation (SCO) Defence Ministers’ meeting, Defence Minister Rajnath Singh called for a unified and consistent global approach to combating terrorism, stressing that there should be no “double standards” in dealing with the threat. The remarks were made during deliberations involving member states focused on regional security cooperation and counterterrorism frameworks.
Singh, speaking at the forum, underscored that terrorism remains one of the most serious challenges to international peace and stability, and urged SCO members to strengthen collective action against terror networks, financing channels, and safe havens. He emphasized that selective or inconsistent responses to terrorism undermine global efforts and weaken trust between nations.
The Defence Minister also highlighted the importance of strengthening intelligence sharing, improving coordination among security agencies, and ensuring that perpetrators of terrorist acts are brought to justice without delay. He reiterated India’s long-standing position that terrorism in any form or manifestation must be condemned unequivocally, regardless of its origin or motivation.

The SCO platform, which includes major Eurasian powers, has increasingly focused on counterterrorism cooperation amid rising regional security concerns. Discussions at the meeting reportedly covered evolving threats such as cross-border terrorism, radicalisation, and the use of technology for extremist activities.
Singh’s remarks come at a time when global divisions over definitions and responses to terrorism continue to shape diplomatic debates in multilateral forums. He urged member states to move beyond political differences and adopt a coordinated strategy that prioritises collective security and regional stability.
The meeting concluded with member states reaffirming their commitment to enhancing cooperation under the SCO framework. India, as a key participant, reiterated its commitment to a rules-based international order and sustained collaboration to counter shared security challenges.
