Rahul Gandhi has pledged to dismantle what he described as a “discriminatory system” within India’s Central Armed Police Forces (CAPFs), alleging that existing policies limit leadership opportunities for officers rising through the ranks.
Speaking during a public interaction, the Congress leader criticised the current structure in the Central Armed Police Forces, where senior leadership positions are largely occupied by officers deputed from the Indian Police Service (IPS). He argued that this arrangement restricts career progression for cadre officers within the CAPFs, who often spend decades in service but face barriers in reaching top command roles.
Gandhi said that if his party comes to power, it would work towards reforming the system to ensure greater parity and fairness in promotions. He emphasised that personnel within CAPFs—who are responsible for critical duties including border security, counter-insurgency, and internal law and order—deserve equal opportunities to rise to leadership positions based on merit and experience.

The issue has long been a point of contention within the forces, with several CAPF associations raising concerns over limited promotional avenues and disparities between IPS officers on deputation and directly recruited cadre officers. Critics of the current system argue that it affects morale and institutional efficiency, while supporters maintain that IPS leadership brings broader administrative experience.
Gandhi’s remarks come at a time when discussions around police and paramilitary reforms have gained traction in political and policy circles. By raising the issue, he has brought renewed attention to longstanding demands for structural changes within the CAPFs.
The proposal, however, is likely to spark debate, as any overhaul would require significant policy shifts and coordination between the central government, security agencies, and administrative bodies. As the political discourse intensifies, the question of reforming leadership pathways in CAPFs could emerge as a key issue in the run-up to future elections.
