The Promotion and Regulation of Online Gaming Act, 2025, which prohibits real-money online games while promoting e-sports and social gaming, will be implemented starting October 1, IT Minister Ashwini Vaishnaw announced Thursday. Speaking at a pre-event conference for the AI Impact Summit 2026 India, Vaishnaw highlighted the government's commitment to a balanced approach, with finalised rules shaped by nearly three years of consultations with industry stakeholders, banks, and other parties.
Passed by Parliament in August and enacted after presidential assent, the Act addresses rising concerns over addiction, money laundering, and financial fraud linked to online money games. It bans platforms involving cash stakes while fostering regulated e-sports, educational, and social games to support India’s digital economy. Major platforms, including Dream11, My11Circle, WinZO, Zupee, and PokerBaazi, have already suspended real-money offerings in compliance, reflecting the law’s immediate impact on the $2.2 billion gaming industry.
Vaishnaw emphasised ongoing engagement, noting a final round of discussions is planned to address industry concerns, particularly the refund of user account balances. After extensive talks with banks, a solution has been devised to ensure smooth transitions for players. The minister reiterated the government’s consultative ethos, leaving room for flexibility if additional time is needed, though the October 1 deadline remains the target.

The Act establishes an Online Gaming Authority to oversee compliance, classify permissible games, and promote e-sports through incentives like training academies and technology development. By curbing illicit activities and encouraging ethical gaming, the legislation aims to position India as a global leader in the sector while safeguarding public welfare, especially among youth vulnerable to gaming addiction.
