The Counter Intelligence Wing of Jammu and Kashmir Police, backed by Rapid Action Force and CRPF units, launched an unprecedented large-scale raid at dawn on Wednesday at Kot Bhalwal Central Jail, a maximum-security facility on the outskirts of Jammu that has long been considered one of India’s most impregnable prisons.
Kot Bhalwal currently lodges over a hundred high-profile inmates, including Pakistani nationals convicted for cross-border terrorism, top Kashmiri separatist commanders, and hardened criminals sentenced under the Unlawful Activities (Prevention) Act, making any breach of security within its fortified perimeter a matter of grave national concern.
Senior officials leading the operation confirmed that the primary objective is to dismantle sophisticated terror networks that intelligence agencies believe are being actively coordinated from inside the jail through smuggled smartphones, encrypted messaging applications, and intermediaries, allowing inmates to issue instructions to operatives in the Valley and beyond.

The raid follows a series of high-impact developments, including the recent exposure of a highly educated “white-collar” terror module comprising medical professionals and government employees, as well as the deadly November 10 car bomb blast near Delhi’s Red Fort, which investigators now suspect may have received logistical or ideological support from elements inside Kot Bhalwal.
Security sources have indicated that preliminary findings already point to the recovery of incriminating digital material and communication records that could establish direct operational linkages between incarcerated terrorists and active cells outside, potentially revealing a larger nationwide conspiracy orchestrated from within the prison system.
