The Jharkhand High Court on Tuesday ordered a Central Bureau of Investigation (CBI) probe into allegations that students admitted to a Dhanbad-based technical institute were denied permission to appear for examinations despite the institution being approved by the All India Council for Technical Education (AICTE).
The order came while hearing a writ petition filed by the Principal of the Dhanbad Institute of Technology. The court strongly criticized the conduct of the Jharkhand University of Technology (JUT) and the AICTE, describing the matter as far more serious than a mere administrative lapse and highlighting the potential manipulation of students’ academic futures.
Records showed that the AICTE had granted approval for admissions for the 2025-26 academic session on April 30, 2025. Acting on this approval, the institute admitted students, but JUT subsequently barred them from taking exams, raising serious questions about procedural fairness and accountability.

The High Court likened the situation to a traffic authority removing “No Entry” signs to trap unsuspecting citizens, suggesting a deliberate and potentially corrupt interference with the rights of lawfully admitted students. The bench noted that the case could involve grave irregularities by state agencies.
In response, the court impleaded the CBI through the Union of India and directed the agency to conduct a detailed investigation into the denial of exam access, including the roles of officials at both JUT and AICTE. The investigation report is to be submitted in a sealed cover within two weeks, with both institutions required to provide full cooperation.
The court scheduled the next hearing for February 3, emphasizing the urgency of resolving the matter to safeguard the interests of affected students and uphold transparency in technical education governance.
