Palestine on Thursday called on India to play a leading role in the reconstruction of the war-ravaged Gaza Strip and to continue its support for the UN Relief and Works Agency for Palestine Refugees (UNRWA), citing the scale of destruction caused by months of conflict and the urgent humanitarian needs on the ground.
Palestinian Foreign Minister Varsen Aghabekian Shahin said Gaza requires immediate and sustained international assistance following Israel’s military operations that began after the October 7, 2023, attacks by Hamas on Israeli cities. She noted that while a ceasefire agreement was reached late last year, the devastation in Gaza remains extensive, with estimates suggesting that nearly USD 110 billion may be needed for reconstruction.
Shahin, who is in New Delhi to attend the second India–Arab League foreign ministers’ meeting scheduled for Saturday, underscored India’s importance in rebuilding efforts. She said India had contributed significantly during earlier periods and expressed hope that New Delhi would expand its involvement given the current severity of the crisis. She also urged India to maintain and increase humanitarian assistance to Gaza and the West Bank.

Emphasising the role of UNRWA, Shahin described the agency as a “lifeline” for Palestinian refugees and said its continued operations are essential. She welcomed India’s increased contributions to UNRWA and noted that the agency was established under a United Nations mandate specifically to support Palestinian refugees.
Shahin also highlighted concerns over the limited flow of humanitarian aid into Gaza, saying that while access has improved compared to earlier stages of the conflict, deliveries still fall far short of what is required. She stressed that unimpeded humanitarian access is critical given the scale of displacement, destruction, and civilian suffering.
Responding to questions on reports linking Hamas with Pakistan-based terror groups, Shahin said Palestine condemns all forms of violence and any association with entities that promote it. Reiterating India’s long-standing position, she referred to New Delhi’s support for a two-state solution while also raising concerns over continued annexation and encroachment on Palestinian land since the Oslo Accords.
