Assam Chief Minister Himanta Biswa Sarma said the Chief Minister’s Atmanirbhar Asom Abhijan is aimed at helping young people move from seeking employment to creating jobs through entrepreneurship. In a social media post on Thursday, Sarma said the initiative was designed to support aspiring entrepreneurs in developing sustainable businesses and building sources of employment for others.
Sarma said the broader objective was to encourage Assam’s younger generation to build enterprises capable of creating wealth and employment over the long term. He emphasised entrepreneurship as an avenue through which young people can develop their own livelihoods while contributing to economic activity in the state. The programme is therefore focused on supporting business ideas and helping them develop into viable enterprises.
The Chief Minister’s Atmanirbhar Asom Abhijan provides financial assistance to eligible individuals and groups undertaking new or existing economic activities. According to the Assam government’s programme portal, the scheme seeks to promote self-employment among educated youth, establish an entrepreneur-oriented ecosystem and generate employment in both rural and urban areas.

The initiative has been expanded through successive phases, with the government reporting financial support for a large number of young beneficiaries. In September, Sarma distributed Rs 278 crore in assistance to 82,219 young men and women under the programme. The government has presented the scheme as part of its wider effort to promote self-reliance and expand opportunities beyond conventional government employment.
Earlier this year, the second phase of the programme was also rolled out with financial assistance for young entrepreneurs across Assam. The government has said the initiative is intended to encourage youth-led enterprises and strengthen the state's entrepreneurial ecosystem. Its stated objectives include providing financial assistance for new and existing ventures and creating additional employment opportunities through those businesses.
Sarma's latest remarks underline the government's emphasis on entrepreneurship as part of its strategy for youth development and employment generation. By encouraging beneficiaries to establish sustainable enterprises, the programme seeks to create a cycle in which young people can become employers as well as earners. The government has said the long-term success of the initiative will depend on beneficiaries using the assistance to build viable and sustainable livelihoods.
