Kerala Chief Minister and Finance Minister V.D. Satheesan is preparing for his first state budget, scheduled to be presented on June 19, in what is being seen as a crucial test of his transition from opposition leader to policymaker. The upcoming budget has generated significant political attention as the state grapples with rising fiscal stress and mounting public debt concerns.
In recent days, Satheesan has reportedly maintained a low public profile while engaging in closed-door consultations with senior advisers and bureaucrats. Sources indicate that discussions have been focused on addressing Kerala’s strained financial position and identifying possible revenue streams without placing additional burden on citizens already facing rising living costs.
Assisting him in budget preparation is senior bureaucrat and secretary Rathan U. Khelkar, who is known for his expertise in taxation and public finance. The team is working on strategies to manage fiscal constraints highlighted in a recent White Paper, which revealed that Kerala’s public debt has crossed the ₹5 lakh crore mark, narrowing the government’s policy options ahead of the budget.

The forthcoming financial statement is expected to focus on balancing welfare commitments with revenue generation measures. Policy discussions are reportedly centred on key issues such as fuel taxation, pending dearness allowance arrears for government employees, and expansion of social welfare schemes, particularly those targeting women, youth employment, and elderly citizens.
Political observers note that Satheesan’s current role marks a significant shift from his long tenure as a vocal critic of previous Left governments. Having frequently challenged earlier budgets on debt and expenditure management, he now faces scrutiny from the opposition on similar grounds, making the budget a politically sensitive exercise for the new administration.
As anticipation builds, the central question remains whether the Chief Minister can deliver a fiscal roadmap that addresses Kerala’s financial challenges while offering tangible relief to the public. With the opposition preparing for sharp criticism, the budget is expected to set the tone for the government’s economic direction and political standing in the months ahead.
