The Congress on Thursday accused the Narendra Modi government of appearing “scared and rattled” during Parliament's Monsoon Session, while claiming that opposition unity and solidarity remained intact throughout the proceedings. Congress general secretary in-charge communications Jairam Ramesh made the remarks after both Houses were adjourned sine die, presenting the session as a period in which the Opposition maintained pressure on the government. Addressing a press conference alongside Congress Deputy Leader in the Lok Sabha Gaurav Gogoi, Ramesh alleged that Prime Minister Narendra Modi and Home Minister Amit Shah stayed away from parliamentary proceedings for most of the session and appeared only on the final day, shortly before the Houses were adjourned.

He accused the BJP leadership of “running away” from Parliament, while portraying the Opposition's protests as a coordinated political response. Ramesh compared the latest Monsoon Session with the 2015 session, which he said had also been washed out amid protests over the Vyapam scam. He argued that an issue concerning young people had again contributed to the disruption of parliamentary proceedings. “So, nothing has changed in 11 years,” Ramesh said, adding that despite changes in laws and political messaging, he believed the underlying issues remained unresolved.

The Congress leader also highlighted coordination among INDIA bloc parties as one of the key features of the session. He said opposition leaders met daily in the chamber of Congress president and Leader of Opposition in the Rajya Sabha Mallikarjun Kharge. According to Ramesh, the parties collectively decided their strategy and followed it throughout the session. “We walked together on the path we collectively decided,” he said. Ramesh said the Congress and its opposition allies had five major achievements during the session. Among them, he cited the postponement of the One Nation, One Election proposal until the Winter Session.

He said Opposition parties had raised several questions about the government's proposal and that the relevant report was not brought before Parliament during the Monsoon Session. He also identified the Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025 as another major issue on which the Opposition had succeeded in delaying proceedings. Ramesh said the bill was not brought before Parliament because the joint committee examining it could not submit its report. “We objected and raised questions and that report was also put off,” he said.

The Congress's assessment comes after a Monsoon Session marked by repeated disruptions and confrontation between the government and Opposition. While Congress has portrayed the protests as evidence of opposition unity and political pressure on the government, the ruling side has criticised Opposition parties for obstructing parliamentary business. The competing claims are likely to shape the political narrative as parties prepare for the next session of Parliament.
