A three-layer security arrangement is being planned at Utsav Ground in IP Extension, East Delhi, ahead of Prime Minister Narendra Modi’s expected visit for the Dussehra celebrations and Ravana Dahan ceremony on Tuesday evening. Nearly 2,500 personnel from central armed paramilitary forces and the Delhi Police are expected to be deployed to manage security and traffic around the venue. Police officials said the arrangements were being made in view of the threat perception and the possibility of protests or disruptions at the event or along the routes leading to the ground. Traffic diversions and restrictions have also been planned for the surrounding areas.
The security deployment will involve the Special Protection Group (SPG), the Prime Minister’s security wing of the Delhi Police and local police personnel, with each responsible for a different layer of protection. According to police officers familiar with the arrangements, the SPG will oversee the innermost security cordon. Delhi Police personnel attached to the Prime Minister’s security wing, including commandos, will manage the middle layer, while local police will handle the outermost layer. The coordinated arrangement is intended to secure the venue and regulate access as preparations continue for the expected high-profile visit.
Special Weapons and Tactics (SWAT) commandos from the Delhi Police Special Cell, which handles counter-terrorism and hostage-rescue operations, will also be deployed. An officer said the overall security plan takes into account possible threats and the risk of anti-social elements attempting to disrupt the celebrations. Personnel from central armed forces and the Delhi Police will be assigned duties related to security, crowd management and traffic regulation. The presence of specialised units is part of the arrangements being put in place for the Prime Minister’s anticipated participation in the event.

Police officials estimate that nearly 10,000 people could attend the Ravana Dahan ceremony. Entry arrangements are expected to be strictly regulated, with valid passes issued by the organisers required for access while the Prime Minister is at the venue. The anticipated turnout has prompted authorities to plan for crowd movement and access control in and around Utsav Ground. Organisers and security personnel will need to coordinate entry procedures to prevent congestion and ensure that visitors follow the restrictions in place during the event.
Traffic diversions and restrictions are also planned on roads surrounding the venue to accommodate the security arrangements and the movement of the Prime Minister’s convoy. Commuters travelling through IP Extension and nearby parts of East Delhi may face changes to their usual routes or delays during the evening. Motorists are advised to follow traffic police instructions and use alternative routes where directed. The restrictions are intended to facilitate the movement of security personnel and visitors while keeping the approach roads accessible for emergency and authorised vehicles.
The arrangements come as Delhi prepares for the annual Dussehra celebrations, during which Ravana effigies are traditionally burned to mark the victory of good over evil. Modi’s attendance is expected, although the report describes his visit as likely rather than confirmed. Police officials have outlined the security deployment, entry-pass requirements and traffic measures ahead of the event. Further operational details, including the full list of affected roads, would be important for residents planning to travel through the area on Tuesday evening.
