Bihar Chief Minister Samrat Choudhary on Thursday issued strong directives to district magistrates and senior police officials, calling for stringent action against perpetrators of heinous crimes, including rape. Addressing a high-level meeting at Adhiveshan Bhavan in Patna, Choudhary urged authorities to act swiftly and decisively, even using controversial language suggesting that rapists be “eliminated” and publicly shamed before the 13th-day funeral rites (terhavi) of victims. The remarks come as part of a broader push to signal zero tolerance toward serious crimes in the state.
The meeting, convened for the first time since Choudhary assumed office, focused on strengthening law enforcement and restoring public confidence in governance. Senior administrative and police officials from across Bihar were present, with the Chief Minister emphasizing accountability and responsiveness at the district level. He instructed officers to take immediate action in cases involving crimes against women, particularly young girls, and stressed the need for visible enforcement measures to deter criminal activity.
Choudhary also outlined specific administrative expectations, directing officials to ensure regular public availability in their offices between 10 am and 2 pm. In addition to tackling violent crime, he called for enhanced security arrangements for industrialists, aiming to create a safer environment for investment and economic activity in the state. The Chief Minister reiterated that his government would adopt a zero-tolerance approach not only toward crime but also corruption and communal tensions.

The strong directives were issued against the backdrop of two high-profile murders reported within 24 hours, which have raised concerns over law and order. One incident involved the killing of a government official inside his office chamber in Bhagalpur district, while the other was a road rage-related murder in Siwan district, where the victim was reportedly related to a Bharatiya Janata Party leader. These incidents have intensified scrutiny on the state’s policing and administrative response mechanisms.
Officials indicated that the state government is likely to closely monitor the implementation of these directives in the coming weeks. While the Chief Minister’s remarks have sparked debate due to their severity, they also reflect mounting pressure on the administration to deliver swift justice and improve public safety. The developments underscore the challenges Bihar faces in addressing violent crime while balancing legal procedures and human rights considerations.
The meeting concluded with a call for coordinated efforts between civil administration and police forces to ensure effective governance. Choudhary emphasized that restoring law and order remains a top priority for his government, and that officials would be held accountable for lapses. As Bihar grapples with recent incidents, the administration’s next steps will be closely watched for both their impact on crime control and adherence to constitutional norms.
