The Rajya Sabha was adjourned until 2 pm on Monday amid heated protests by Opposition members after Deputy Chairman Harivansh rejected 19 adjournment notices submitted under Rule 267. The notices, spanning four key issues, were dismissed for failing to meet procedural requirements, escalating tensions in the House.
The session began at 11 am with an obituary reference to former Manipur governor La Ganesan, followed by the tabling of listed papers and reports. However, the atmosphere quickly turned contentious when Harivansh announced the rejection of the notices, citing deficiencies: 11 lacked properly framed motions, 10 omitted specific dates, 11 failed to specify rules for suspension, and 13 pertained to sub judice matters. "None of these notices adhere to the required rules," Harivansh stated, refusing to admit them.
Opposition MPs, particularly from the INDIA bloc, erupted in protest, demanding a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar, which they claim is a deliberate attempt to disenfranchise voters ahead of the state’s assembly elections. Their slogans and objections drowned out attempts to proceed with the Zero Hour, prompting Harivansh to urge members to allow the House to function. The unrelenting protests forced the adjournment.

The ongoing disruptions reflect broader concerns raised by the Opposition, who have accused the Election Commission of colluding with the ruling BJP to manipulate voter lists in Bihar. This marks another day of stalled parliamentary business in the Monsoon session, which began on July 21, with the SIR issue dominating debates and causing repeated adjournments.
