The Rajya Sabha was adjourned for the day on Thursday after multiple disruptions driven by Opposition MPs’ relentless protests over the Special Intensive Revision (SIR) of electoral rolls in Bihar and their demand for Prime Minister Narendra Modi to address a debate on Operation Sindoor. The chaos, marking the fourth consecutive day of parliamentary deadlock, overshadowed Commerce Minister Piyush Goyal’s statement on US tariffs and stalled key legislative business, including the Carriage of Goods by Sea Bill, 2025, and a resolution on President’s Rule in Manipur.
The session began tumultuously at 11 am, with the House adjourned within minutes until noon due to Opposition sloganeering. DMK MP Tiruchi Siva’s Suspension of Business Notice under Rule 267, demanding an urgent discussion on the SIR, was rejected by Deputy Chairman Harivansh, citing non-compliance with prior rulings. When the House reconvened at noon, Opposition MPs, including those from the INDIA bloc, stormed the Well, chanting “Vote Ki Chori Band Karo” (Stop Stealing Votes) and waving placards, leading to another adjournment until 2 pm.
At 2 pm, under Chair Sasmit Patra, Leader of Opposition Mallikarjun Kharge took aim at Home Minister Amit Shah’s earlier remark, “Main akela hi apko nipat lunga” (I can handle you myself), calling it an insult to the Opposition during a discussion on Operation Sindoor, India’s May 2025 cross-border strike against terror camps in PoK. Kharge demanded Modi’s presence, noting that in 2008, after the Mumbai attacks, then-PM Manmohan Singh replied only in the Lok Sabha, while the Home Minister addressed the Rajya Sabha. Parliamentary Affairs Minister Kiren Rijiju defended Modi, highlighting his 1-hour-42-minute Lok Sabha reply on Tuesday and asserting the government’s collective responsibility. He criticized TMC MP Derek O’Brien’s behavior, sparking further uproar from TMC members.

The session’s final attempt at 4:30 pm saw Goyal address Trump’s 25% tariff on Indian exports, assuring, “We will take all necessary steps to secure our national interest, protecting farmers, MSMEs, and exporters.” However, Opposition slogans demanding a SIR rollback drowned out his statement, prompting Patra to adjourn the House for the day. The SIR, aimed at removing bogus voters before Bihar’s Assembly polls, has drawn accusations of “voter disenfranchisement” targeting Dalits and Adivasis, with Congress MP Manickam Tagore alleging over 52 lakh names were deleted.
The protests, joined by Congress leaders Sonia Gandhi, Rahul Gandhi, and Priyanka Gandhi at Parliament’s Makar Dwar, reflect deep Opposition distrust in the Election Commission’s process. The deadlock, now threatening the Monsoon Session’s August 21 conclusion, has stalled bills like the National Sports Governance Bill, 2025, and discussions on Naxalism, which Shah claimed will end by March 2026. As tensions escalate, Speaker Om Birla and Harivansh have warned of “decisive action” against unparliamentary conduct, urging dialogue to restore order.
