President Droupadi Murmu on Friday emphasised the paramount importance of honesty and integrity in the recruitment of civil servants, urging Public Service Commissions (PSCs) to prioritise these qualities above all else. Speaking at a national conference of PSC chairpersons organised by the Telangana PSC in Hyderabad, she noted that lack of integrity could lead to challenges that are often impossible to overcome.
Highlighting the role of young civil servants, the President called for a strong inclination to serve the marginalised and vulnerable communities. She underscored that gender sensitivity should be a key consideration, stating that civil servants must be particularly attentive to the needs and aspirations of women while upholding high ethical standards.
Murmu pointed out that the ‘permanent executive’—the cadre of civil servants recruited by PSCs—ensures impartiality, continuity, and stability in governance. She stressed that the competence, integrity, and sensitivity of these officials are essential for implementing people-centric policies at both national and state levels.

She advised PSCs to anticipate emerging challenges in technology, improve transparency and credibility, and build globally competitive civil service teams. Murmu also linked effective governance to India’s broader goals, highlighting the nation’s ambition to become the world’s third-largest economy and to achieve ‘Viksit Bharat’ by 2047.
Reiterating the constitutional significance of PSCs, the President said the framers of the Constitution dedicated an entire section to public services and commissions, emphasising equality of opportunity and social justice. She called on PSCs to act as change agents, promoting not only equal opportunity but also striving for equality of outcomes in public employment.
Telangana Governor Jishnu Dev Varma, UGC Chairman Vineer Joshi, and other dignitaries attended the conference, witnessing the President’s strong call for integrity, accountability, and future-ready governance in India’s civil services.
