Odisha Chief Minister Mohan Charan Majhi on Saturday announced the removal of the six-attempt limit for the Odisha Civil Services (OCS) examination, allowing candidates from the unreserved category to continue appearing for the state civil services test until they reach the prescribed upper age limit of 42 years. The announcement was made during his Independence Day speech in Bhubaneswar. The decision is aimed at expanding opportunities for aspirants preparing for one of Odisha's most sought-after competitive examinations, according to the Chief Minister. Under the revised system, eligible candidates in the general category will no longer be restricted by a fixed number of attempts.

Instead, their eligibility will be determined by the applicable age limit and other conditions prescribed for the examination. Before the change, candidates belonging to the general category could appear for the OCS examination a maximum of six times. Candidates from the Socially and Educationally Backward Classes (SEBC) were allowed up to nine attempts, while candidates belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) were not subject to an attempt limit.

The removal of the attempt cap means that candidates in the unreserved category who have previously exhausted their six attempts will be able to compete again, provided they remain within the prescribed eligibility requirements and have not crossed the upper age limit of 42 years. The change effectively shifts the primary restriction for these candidates from the number of attempts to the age-based eligibility criterion. The Odisha Civil Services examination is conducted to recruit candidates for various administrative positions in the state government. Like other state-level civil services examinations, it attracts a large number of aspirants who prepare over several years for the selection process.

The attempt limit had therefore been an important consideration for candidates planning their preparation and examination strategy. Majhi's announcement is expected to provide additional opportunities to aspirants who may have used their permitted attempts without securing a position. Candidates who were previously required to stop appearing after exhausting the six-attempt ceiling can now continue competing until they reach the upper age limit, subject to other eligibility requirements. The change also creates a distinction between the earlier attempt-based system and the revised framework.

While general-category candidates previously faced both an age restriction and a fixed attempt ceiling, the government has now removed the latter. The existing provisions concerning age eligibility and other conditions of recruitment will continue to determine whether an individual can appear for the examination. The announcement was made as part of the Odisha government's Independence Day programme and comes amid continuing efforts by governments to modify competitive examination rules to widen access to public-sector recruitment.

For civil services aspirants in Odisha, the decision could particularly benefit candidates who have spent several years preparing for the examination but were previously limited by the maximum number of attempts. Under the revised arrangement announced by the Chief Minister, general-category candidates will be able to make repeated attempts at the OCS examination until reaching 42 years of age. The move removes a major restriction that had previously limited candidates to six attempts and gives eligible aspirants greater flexibility to continue pursuing careers in Odisha's state civil services.
