The Delhi government is preparing to introduce a new land records law that could provide every property in the national capital with a unique digital identity, similar to the identification system used for citizens. Under the proposed Delhi Land Records Bill, 2026, properties ranging from village houses and agricultural land parcels to residential flats and commercial buildings will be surveyed and their details compiled on a unified digital platform. The proposed system will assign each property a Unique Property ID, which the government has described as a "Property Aadhaar Card".

Officials said the initiative aims to create an authenticated and reliable digital record of every property in Delhi, helping improve transparency, simplify property-related services and reduce disputes arising from unclear ownership or outdated records. The exercise is expected to cover both rural and urban areas of Delhi. According to the Chief Minister's Office, the survey will include individual records for properties across the city, including multi-storey buildings. In apartment complexes and other high-rise structures, separate digital records will be prepared for each floor to ensure that every unit has a distinct identity in the land records system.

Delhi Chief Minister Rekha Gupta said the proposed framework would provide properties with a secure and verified digital identity. Drawing a comparison with Aadhaar, she said the initiative would bring greater reliability and authenticity to property documentation by ensuring that every piece of land and built structure in the city has a recognised digital record. The Delhi government believes the new system could help address long-standing challenges related to land ownership records, property verification and administrative processes.

A centralised digital database could make it easier for citizens to access property details, complete transactions and resolve disputes while allowing government agencies to maintain updated information about land use and ownership patterns across the capital. The Delhi Land Records Bill, 2026, is currently undergoing the approval process after being reviewed by a Group of Ministers. The government is also planning to convene a special session of the Delhi Assembly to discuss and advance the proposed legislation. Once approved, the implementation of the system is expected to involve extensive surveys and digitisation of existing property records.

The move is part of a wider push towards technology-driven governance and modernisation of public records. Land documentation in many parts of Delhi has historically involved multiple departments and varying records, sometimes leading to delays and legal complications. By creating a single digital platform with unique property identities, the government aims to bring more efficiency and transparency to property management in the capital.

However, the success of the initiative will depend on accurate surveys, proper verification of ownership details and effective coordination among various government agencies. As the bill moves forward, residents, property owners and real estate stakeholders will be closely watching the implementation framework and safeguards planned to ensure the security and accuracy of the new digital land records system.
