The Meghalaya government has decided to stop felicitation ceremonies for the Chief Minister, Deputy Chief Minister, ministers and other state dignitaries during official government programmes. The new directive aims to make government events more citizen-focused by shifting attention towards recognising members of the public for their contributions.

The order was issued through a circular by the Personnel and Administrative Reforms (A) Department and came into effect immediately. According to the directive, departments organising state-sponsored programmes will no longer arrange ceremonial honours for political leaders or government representatives attending official functions.

The circular, signed by Secretary Isawanda Laloo, stated that the only exception would be events attended by a Union Minister or a foreign dignitary, where protocol requirements may require traditional forms of recognition. In all other cases, departments have been instructed to follow the revised guidelines strictly.

As part of the new approach, administrative departments have been directed to felicitate two or three members of the public during every official programme instead. The selected citizens may also be given an opportunity to briefly address the gathering, depending on the nature and requirements of the event.

Officials said the decision is aimed at reducing excessive ceremonial practices involving public representatives and senior officials while highlighting the achievements of ordinary citizens. The government intends to recognise individuals who have made meaningful contributions to society, communities or various fields of public service.

The revised protocol is also expected to improve the efficiency of government programmes by reducing time spent on formalities and allowing greater focus on the purpose of the events. All departments across Meghalaya have been instructed to redesign future official programmes in accordance with the new guidelines issued by the Personnel and Administrative Reforms Department.
