Karnataka Governor Thawar Chand Gehlot has submitted a detailed report to President Droupadi Murmu on the events surrounding the disruption and chaos during the joint session of the Karnataka Legislature held on January 21 and 22.
In the report, the governor outlined the sequence of developments before and after the joint sitting, including his suggestions to the state government to amend the draft address. He had advised the removal of paragraphs 2 to 11, which contained critical remarks against the central government, particularly concerning the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) VB-G RAM G Act, 2025, and its perceived impact.
The document also records consultations held with key constitutional and political functionaries, including the Chairman of the Karnataka Legislative Council, the Speaker of the Legislative Assembly, the Minister for Law and Parliamentary Affairs, and the Chief Minister’s legal adviser.

Governor Gehlot explained that his decision to proceed with the joint session address was taken in accordance with constitutional provisions and established conventions. He noted that the disruption occurred inside the Assembly immediately after he completed his speech.
The report has been submitted amid continuing political tensions in the state over the content of the governor’s address and the conduct of legislators during the joint session, bringing the episode formally to the president’s attention for review.
