The Jammu and Kashmir government has directed all government departments and organisations to strengthen their cybersecurity systems to protect official IT infrastructure against emerging digital threats. The General Administration Department issued the directive through a circular requiring departments, public sector undertakings (PSUs) and corporations to cooperate with the National Informatics Centre (NIC) in installing upgraded security solutions across government networks.
The circular directs the installation of updated versions of Unified Endpoint Management (UEM) and Endpoint Detection and Response (EDR) systems. The measures are intended to improve the protection of computers and other devices connected to the National Informatics Centre Network (NICNET) and the Jammu and Kashmir State Wide Area Network (JKSWAN), which support digital operations across government offices.
The directive follows a communication from the Information Technology Department on implementing the upgraded cybersecurity solutions. The government has emphasised that these systems are necessary to maintain secure and accountable e-governance as cyber threats targeting public-sector IT infrastructure continue to evolve. Existing security software licences were also nearing the end of their support period, making the upgrade important for maintaining uninterrupted protection.

According to the instructions, the upgraded systems will provide centralised management of government devices, help monitor compliance with security requirements and identify vulnerabilities. They are also expected to improve the early detection of suspicious activity and enable a faster response to potential security incidents. These capabilities are intended to reduce the risk of unauthorised access and strengthen the overall security of government networks.
The National Informatics Centre headquarters has procured the upgraded solutions to ensure continuity of cybersecurity services. Dedicated NIC cybersecurity personnel, referred to as “Cyber Warriors”, will visit the concerned departments and organisations to install the systems on devices connected to NICNET and JKSWAN. The rollout will take place in phases, with administrative secretaries and heads of departments responsible for ensuring cooperation from officials under their supervision.
The latest directive builds on earlier efforts by the Jammu and Kashmir administration to standardise government IT practices and improve digital security. Departments have previously been instructed to follow prescribed cybersecurity protocols and discontinue unauthorised digital assets. Through the latest upgrade, the government aims to strengthen protection against cyber threats, improve compliance with IT governance standards and support the secure delivery of digital public services across the Union Territory.
