Jammu and Kashmir is confronting a severe escalation in stray dog attacks, with approximately 150 dog bite incidents reported daily across the Union Territory. Official data presented in the Assembly reveals a staggering 213,968 dog bite cases between 2022 and 2025. In response to a query by National Conference MLA Mubarak Gul, the government disclosed that the Jammu region accounted for 98,470 cases, while the Kashmir Valley reported 114,498 incidents over the same period.
Within the Valley, Srinagar recorded the highest tally at 36,406 cases, followed by Anantnag with 26,453. Other districts included Baramulla (18,563), Budgam (9,382), Kulgam (6,612), Bandipora (5,367), Kupwara (3,594), Pulwama (3,426), Ganderbal (3,338), and Shopian (1,357).

In the Jammu region, the district of Jammu reported 54,889 cases, with Kathua at 8,913 and Udhampur at 8,549. Additional figures showed Rajouri (5,342), Doda (4,390), Reasi (4,210), Kishtwar (3,662), Samba (3,335), Poonch (2,923), and Ramban (2,257).
To address the crisis, the Srinagar Municipal Corporation has initiated a robust sterilization and immunization campaign under the Animal Birth Control and Anti-Rabies Vaccination Programme, aligned with the Animal Birth Control Rules, 2023, and guidelines from the Animal Welfare Board of India. In Phase I, 14,331 street dogs were sterilized and 14,706 immunized at dedicated centers in Tengpora and Shuhama.
Furthermore, the Directorate of Urban Local Bodies, Kashmir, is advancing plans to establish Animal Birth Control centers in all nine Kashmir districts, with site identification underway in coordination with respective District Development Commissioners.
