Uttarakhand’s State Disaster Response Force (SDRF) has become the first disaster response force in India to receive ISO 9001:2015 certification for its quality management system. The recognition marks a significant step towards strengthening operational standards, accountability and continuous improvement within the force, officials said. The certification is particularly important for Uttarakhand, a state frequently exposed to natural disasters, including landslides, cloudbursts, floods and avalanches, which require rapid rescue operations and coordinated emergency management. SDRF Commandant Arpan Yaduvanshi described the certification as a major achievement for the force.
Speaking about its preparedness, he said more than 40 teams remained on standby across Uttarakhand around the clock to respond to emergencies. These include earthquakes, landslides, heavy rainfall, cloudbursts, floods, avalanches and road accidents. The deployment is intended to ensure that rescue personnel and resources are available to respond to incidents across the state, where challenging terrain and adverse weather conditions can complicate emergency operations. Yaduvanshi also highlighted the force’s response readiness, stating, “In times of disaster, our response time is less than 60 seconds.” The statement underlines the SDRF’s emphasis on preparedness and rapid mobilisation when emergencies occur.
Uttarakhand’s mountainous geography and exposure to extreme weather events make timely intervention important for search-and-rescue operations, evacuation and assistance to affected communities. The force’s teams are tasked with responding to a range of incidents, from weather-related disasters to road accidents and other emergencies that require specialised rescue capabilities. The ISO certification followed a second audit conducted by the Bureau of Indian Standards (BIS) at the SDRF battalion headquarters in Jolly Grant from September 23 to 25, 2026. Vishnu Gupta, a former BIS Scientist ‘G’ and Deputy Director General, inspected the force’s branches and operational procedures during the assessment. Yaduvanshi was present during the audit, which examined the systems and processes used by the force to manage its responsibilities.

The assessment formed part of the evaluation required before the ISO 9001:2015 certification was issued. Auditors reviewed several aspects of the SDRF’s functioning, including administrative systems, training arrangements, resource management, documentation, quality controls and compliance with standard operating procedures (SOPs). These areas are central to a quality management system because they help organisations establish consistent processes, maintain records and identify opportunities for improvement. For a disaster response force, clearly defined procedures and effective resource management are particularly relevant to coordinating personnel, equipment and rescue operations during emergencies.
The ISO 9001:2015 certification provides formal recognition of the SDRF’s quality management system following the assessment process. Officials said the recognition would support greater quality, accountability and continuous improvement within the organisation. While certification does not eliminate the risks associated with natural disasters or guarantee outcomes in every emergency, it provides a framework for maintaining and reviewing organisational processes. Uttarakhand’s SDRF operates in a state where rapid response and coordination are crucial during disasters, making operational preparedness an important part of public safety. The achievement places the force among India’s disaster response organisations to receive this international quality management recognition and marks a milestone in its institutional development.
