Union Minister for Communication Jyotiraditya M. Scindia unveiled the UPI-UPU Integration Project at the 28th Universal Postal Congress in Dubai on Monday. This landmark initiative, a collaboration between India’s Department of Posts (DoP), NPCI International Payments Limited (NIPL), and the Universal Postal Union (UPU), merges India’s Unified Payments Interface (UPI) with the UPU’s Interconnection Platform, promising faster, safer, and more affordable cross-border payments for millions worldwide.
Speaking at the event, Scindia described the project as “more than a technology launch, but a social compact” that leverages the vast reach of postal networks with UPI’s efficiency. “Families across borders can now send money at lower costs, with the reliability of postal systems and the speed of digital payments,” he said, emphasizing its potential to serve migrant workers and small businesses. This integration addresses long-standing issues of high fees, slow processing, and limited accessibility in global remittance corridors, particularly for Indian expats in regions like the UAE.
Scindia outlined India’s vision for a modern postal sector based on four pillars: connecting through data-driven logistics, including affordable digital financial services, modernizing with AI and innovations like DigiPIN, and fostering South-South cooperation via a UPU-backed technical cell. He highlighted India’s inclusive model, noting that Aadhaar, Jan Dhan, and India Post Payments Bank have opened over 560 million accounts, predominantly for women, while India Post handled 900 million letters and parcels last year.

India pledged USD 10 million to drive innovation in e-commerce and digital payments, aligning with the motto Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas (Together with all, Development for all, Trust of all, Efforts of all). Scindia also announced India’s candidature for the UPU’s Council of Administration and Postal Operations Council, reinforcing its commitment to a connected and sustainable global postal community.
“This is not just a proposal but a partnership,” Scindia declared, advocating for interoperable solutions to avoid costly fragmentation and enhance global commerce. The UPI-UPU project positions India as a leader in digital finance, offering a model for seamless, inclusive, and cost-effective cross-border transactions.
