The Haryana Cabinet on Monday approved new rules for cab aggregators and delivery service providers in the National Capital Region (NCR), mandating a complete shift towards cleaner mobility. Under the decision, all new vehicles added to aggregator fleets in NCR areas will have to be CNG, electric, battery-operated or powered by other approved clean fuels, effectively barring the induction of petrol and diesel vehicles.
The move aligns with earlier directions issued by the Commission for Air Quality Management (CAQM), which had mandated that no new petrol or diesel vehicles be added to fleets of cab aggregators, delivery companies, and e-commerce platforms operating in Delhi-NCR from January 1, 2026. The state government said the objective is to reduce vehicular pollution and improve air quality across NCR districts in Haryana.
The Cabinet, chaired by Chief Minister Nayab Singh Saini, also approved a comprehensive regulatory framework under the Haryana Motor Vehicles Rules, 1993. The updated rules introduce mandatory licensing for aggregators and delivery providers, along with stricter onboarding norms for drivers and vehicles, enhanced passenger safety requirements, and structured grievance redressal systems.

In addition, the rules mandate several safety and compliance measures, including vehicle tracking systems, panic buttons, first-aid kits, and fire extinguishers in applicable vehicles. Aggregators will also be required to operate 24x7 control rooms, ensure insurance coverage for passengers and drivers, and maintain digital records verified through government portals such as VAHAN and SARATHI. A dedicated registration process will be conducted via the cleanmobility.haryanatransport.gov.in portal.
Transport Minister Anil Vij said a separate proposal has also been submitted to provide 100% tax exemption on electric vehicles in Haryana, similar to incentives offered in Chandigarh and Delhi, to encourage faster adoption of EVs. Officials said the combined policy push is aimed at accelerating the transition towards electric mobility and strengthening regulatory oversight of app-based transport and delivery services in the NCR region.
