Devendra Fadnavis has announced that the Maharashtra government will implement a comprehensive farm loan waiver scheme by June 30, 2026, aimed at providing relief to lakhs of farmers facing financial stress. The scheme is expected to waive agricultural loans of up to Rs 2 lakh for eligible farmers across the state. According to the Chief Minister, more than 51 lakh farmers are likely to benefit from the initiative, which comes amid growing concerns over the impact of predicted El Niño conditions on the upcoming kharif season.
Addressing a press conference, Fadnavis said the state government had already taken the decision before the announcement of the upcoming MLC elections, and therefore the electoral process would not obstruct the implementation of the waiver. He stated that if required, the government would seek permission from the Election Commission to proceed smoothly with the rollout. The Chief Minister also stressed that the elections involve representatives of local bodies rather than the general farming population, adding that farmers would not be adversely affected by the poll schedule.
The announcement comes as Maharashtra prepares for a potentially difficult agricultural season due to forecasts linked to the El Niño weather cycle. Fadnavis warned that below-average rainfall and irregular monsoon patterns could affect crop production during the kharif season, particularly in drought-prone regions. He said the administration has already begun preparing mitigation measures to reduce the possible impact on farmers and water resources across the state. According to him, managing the effects of El Niño has become one of the government’s top priorities this year.

The Chief Minister further said authorities have been instructed to accelerate the completion of water conservation initiatives under the Jalyukta Shivar project. The program, launched to improve groundwater recharge and water storage capacity in rural areas, is expected to play a key role in helping districts cope with reduced rainfall. Fadnavis urged citizens and local administrations to use water resources carefully and efficiently in order to sustain agricultural activities through the season.
Weather officials have also expressed concern over rising temperatures in parts of Maharashtra. Dr. Pravin Kumar, a meteorologist at the Regional Meteorological Centre in Nagpur, reportedly warned that Vidarbha is likely to experience severe heatwave conditions over the coming days. The warning has intensified concerns over water availability and crop health ahead of the monsoon, especially in regions that already face recurring drought and irrigation challenges.
Farm loan waivers remain one of the most widely used forms of agricultural relief in India, particularly during periods of crop failure, extreme weather, or economic distress. Under such schemes, governments directly compensate banks for eligible outstanding loans taken by farmers. Relief measures may include complete waivers, partial waivers up to a fixed limit, or interest relief depending on the structure of the program. Maharashtra’s latest announcement is expected to provide temporary financial relief to indebted farmers while the state simultaneously prepares for the broader challenges posed by uncertain monsoon conditions and climate-related agricultural risks.
