Haryana Chief Minister Nayab Singh Saini on Saturday reviewed progress towards operationalising the proposed Haryana Startup Fund of Funds with a corpus of Rs 2,000 crore. The fund is aimed at strengthening the state’s startup ecosystem by providing financial support to businesses at different stages of growth, attracting private investment and promoting innovation and entrepreneurship.
Chairing a high-level meeting at the Haryana Secretariat, Saini said the state’s continued progress in innovation and entrepreneurship made it necessary to establish a strong financial mechanism for startups. He said timely access to capital is an important factor in determining the growth and success of emerging businesses and directed officials to take forward the establishment and operationalisation of the fund in a time-bound manner.
The Chief Minister said the proposed fund would help attract private capital and support high-potential startups emerging from Haryana. It is also expected to provide greater financial backing to entrepreneurs as they move through different stages of development. The initiative is intended to give further momentum to investment, innovation and entrepreneurship across the state.

In a separate infrastructure-related decision, Saini approved the development of ring roads and National Highways outside cities and towns with populations of more than one lakh. The move is aimed at easing traffic congestion and improving connectivity, particularly in urban areas where increasing traffic pressure has affected movement along major road corridors.
The state will also take forward major bypass projects in Hisar, Kurukshetra, Narnaul, Jind and Sohna-Palwal, with an estimated investment of Rs 9,700 crore. Saini reviewed the adoption of a financial model for the state’s contribution under a master plan designed to reduce congestion in urban areas located along National Highways.
Saini directed officials to formulate a policy for developing outer ring roads and National Highways under the master plan in accordance with the Central government’s policy framework. The proposed approach is intended to ensure that road projects aimed at diverting traffic away from cities and towns can be implemented effectively while improving connectivity and reducing pressure on existing urban routes.
