The Ministry of Housing and Urban Affairs (MoHUA) has constituted a new central coordinating platform, the National Council for Public Works (NCPW), aimed at improving coordination, technical integration, and execution efficiency across India’s urban infrastructure and public works ecosystem. The council has been created to streamline collaboration between key agencies involved in urban development projects, including central technical bodies and metro rail corporations, with an emphasis on smoother project delivery and improved quality standards.
The newly formed council will operate under a structured leadership framework, with the Union Housing and Urban Affairs Minister serving as the chief patron. The MoHUA Secretary will act as the chairman of the body, while the Minister of State for Housing and Urban Affairs has been designated as patron. Officials said the structure has been designed to ensure representation from central and state agencies, technical experts, and institutional stakeholders involved in urban infrastructure planning and execution.
According to an official note issued in March, the NCPW is intended to function as a shared national platform for technical collaboration, knowledge exchange, and capacity building across the sector. The council will include contributions from industry experts and academic institutions, with a focus on standardising practices, improving coordination among agencies, and promoting uniform approaches to urban infrastructure development. The initiative is expected to reduce delays and inefficiencies often caused by fragmented institutional responsibilities.

The council recently held its first meeting, where senior officials from the Ministry of Housing and Urban Affairs outlined its objectives and operational framework. The Directorate General of the Central Public Works Department (CPWD) has been appointed as the member secretary of the council. The presidency of the body will be rotated among members, a structure intended to ensure broader participation and shared leadership in decision-making processes.
The formation of the NCPW comes in response to the growing complexity of India’s urban development landscape, which involves nearly 4,800 municipal bodies along with multiple central and state-level technical organisations. These include agencies such as the CPWD, Central Public Health and Environmental Engineering Organisation, Building Materials and Technology Promotion Council, and various metro rail corporations. Officials said the fragmented nature of this ecosystem has often created coordination gaps that affect project quality, efficiency, and sustainability.
Authorities said the primary objective of the council is to bridge these gaps by creating a unified mechanism for information sharing, adoption of standardised construction practices, and improved implementation strategies. The initiative is expected to play a key role in strengthening India’s urban transformation efforts by ensuring better coordination among technical agencies and promoting more efficient execution of large-scale infrastructure projects.
