The National Investigation Agency (NIA) launched a sweeping operation on Thursday, raiding 17 locations across Punjab to dismantle a terror conspiracy linked to Babbar Khalsa International (BKI).
The searches targeted premises associated with US-based gangster Harpreet Singh, alias Happy Passian, a key ally of Pakistan-based Khalistani terrorist Harwinder Singh, alias Rinda, in Gurdaspur, Batala, Ferozepur, Fazilka, Tarn Taran, Amritsar, and Faridkot.
The raids yielded mobile phones, digital devices, and documents, now under scrutiny. Passian, a proclaimed offender, is accused of orchestrating grenade attacks on police stations in Punjab and Haryana, acting as a linchpin in Rinda’s cross-border network.

The NIA alleges he recruits operatives in India and secures weapons, explosives, and funds for BKI’s terror activities, supported by international associates, including Pakistan’s ISI.
Registered suo motu under the Ministry of Home Affairs, the case has led to five arrests and chargesheets against three under the Unlawful Activities (Prevention) Act.
Twelve individuals, including Rinda, Canada-based Lakhbir Singh (Landa), and Passian, are accused, with seven declared proclaimed offenders. The NIA is probing further to unravel the network’s full scope, analyzing seized evidence to identify additional suspects. Passian’s April 2025 FBI arrest in Sacramento marked a milestone, but his extradition remains pending as India pushes to disrupt BKI’s operations.
