The Bihar government, under Chief Minister Nitish Kumar, has initiated a groundbreaking public participation campaign as part of Saat Nischay–3, directly soliciting suggestions from citizens to refine policies aimed at improving ease of living. The focus centres on Nischay–7, titled "Respect for All, Ease of Living," which prioritises dignity, accessibility, and simplified services for vulnerable groups including senior citizens, persons with disabilities, and women.
This citizen-driven approach seeks to address everyday hurdles that bureaucratic systems often overlook, such as cumbersome procedures for essential documents, inadequate elderly care, unsafe walking paths, and insensitive hospital experiences. By incorporating real-life experiences, the government intends to craft targeted, effective solutions that enhance quality of life across urban and rural areas.
Officials have hailed the initiative as a historic democratic endeavour, shifting governance from top-down decisions to collaborative policy-making where people actively shape outcomes. The overarching goal aligns with elevating Bihar to developed state status by 2030, evaluating success not solely through economic or infrastructural metrics but via measurable advancements in citizens' daily dignity and convenience.

Citizens are encouraged to submit detailed proposals online by scanning a provided QR code or through postal mail, with the deadline set for January 4, 2026, addressed to the Additional Secretary at the Chief Minister’s Secretariat on Deshratna Marg in Patna. Every submission will be meticulously reviewed by relevant departments, culminating in a structured, phased action plan to roll out practical and feasible recommendations.
The campaign builds on the recent cabinet approval of Saat Nischay–3 in December 2025, which outlines a comprehensive roadmap for 2025–2030 emphasising income growth, employment opportunities, and holistic development. Chief Minister Nitish Kumar personally announced the framework on X, underscoring a governance philosophy rooted in empathy, responsiveness, and visible transformations in public welfare and service delivery.
