The Assam Cabinet on Friday approved a new policy framework that will enable Grade-IV employees working in government schools to secure promotions to Grade-III posts, creating a structured career advancement pathway for non-teaching staff in the state's education sector. The decision was announced by Chief Minister Himanta Biswa Sarma following a Cabinet meeting in Guwahati. The move is expected to benefit a large number of school employees who have long sought clearer opportunities for professional growth within the Education Department.
Addressing reporters, Sarma said that while provisions for promoting Grade-IV employees to Grade-III positions already existed, the government had not previously established comprehensive rules and procedures to implement the process effectively. The Cabinet has now approved the necessary regulations to operationalise the promotion mechanism. According to the Chief Minister, the newly framed rules will ensure that promotions are carried out in a systematic, transparent and uniform manner across the state.
Officials said the approved framework will define eligibility requirements, promotion procedures and other service-related conditions that employees must meet to qualify for advancement. The policy is expected to remove administrative ambiguities that had delayed promotions in the past. By introducing a formal system, the government aims to provide deserving employees with a fair opportunity to progress in their careers while strengthening workforce management within government schools.

The decision is also expected to boost morale among school support staff, many of whom have served the Education Department for years without a clearly defined route to higher positions. Employee welfare has been a key focus of the state government, and the latest initiative addresses a long-pending demand from non-teaching personnel seeking recognition and growth opportunities. The policy is likely to encourage greater motivation and efficiency among employees across the school system.
The Cabinet's move forms part of Assam's broader efforts to improve administrative efficiency and enhance service conditions for government workers. Education sector reforms have remained a priority for the state government in recent years, with initiatives covering infrastructure development, teacher recruitment, governance reforms and human resource management. Officials believe that internal promotions can also help fill certain Grade-III vacancies with experienced personnel already familiar with the functioning of schools.
Chief Minister Sarma expressed confidence that the newly approved framework would create a transparent and streamlined promotion process while acknowledging the contributions of Grade-IV employees. He said the policy reflects the government's commitment to employee welfare and institutional reform. The initiative is expected to strengthen the education administration by providing deserving staff members with opportunities to take on greater responsibilities and contribute more effectively to the functioning of government schools.
