Chief Minister Pema Khandu on Friday reviewed the progress of major hydropower projects in Dibang Valley district, reiterating the state government’s focus on timely execution while safeguarding local welfare, environmental sustainability, and national energy security. The review comes as Arunachal Pradesh continues to position itself as a key contributor to India’s renewable energy ambitions, particularly in the hydropower sector.
The projects under review included the 3,097 MW Etalin Hydroelectric Project (HEP) and the 680 MW Attunli HEP, both currently under implementation, as well as proposed projects under survey such as Emini, Amulin, and Mihumdon. Together, these projects represent a planned installed capacity of 5,097 MW. Discussions during the meeting focused on project timelines, statutory and regulatory clearances, land acquisition, and measures to ensure that development benefits local communities alongside strengthening the country’s clean energy capacity.
The Etalin HEP, slated to become India’s largest hydroelectric project, is being developed on the Dri River by SJVN Ltd and is expected to commence construction soon. Describing it as a transformative initiative, Khandu said the project would significantly accelerate infrastructure development in the remote Dibang Valley region. He added that it is expected to generate employment, boost local livelihoods, improve connectivity, and play a major role in augmenting India’s renewable and clean energy output.

During his visit, the Chief Minister also inspected the Etalin project site along the Roing–Anini Highway and received a detailed briefing from SJVN officials. Deputy Chief Minister Chowna Mein, who holds the power and hydropower portfolios, highlighted that the Etalin project features a 101.5-meter-high dam with a top length of 213.7 meters. He said the project’s Techno-Economic Clearance was revalidated on January 30 last year, with an approved cost of ₹30,037.36 crore.
Officials noted that the Etalin HEP has already secured Environmental Clearance and Stage-I Forest Clearance, and more than 69 percent of land compensation has been disbursed, reflecting the government’s emphasis on transparency and fairness. The Attunli HEP, designed as a run-of-the-river scheme, will further strengthen Arunachal Pradesh’s renewable energy capacity with four generating units of 170 MW each and an estimated annual generation of 2,728.50 million units. Mein said these projects underscore the state’s commitment to sustainable development, inclusive growth, and energy security, while protecting the interests of local communities and the environment.
