The Andhra Pradesh police’s investigation into a ₹3,500 crore liquor scam during the YSRCP regime (2019–2024) has implicated Tilaknagar Industries Ltd. (TIL), a prominent liquor manufacturer, for allegedly paying ₹218 crore in kickbacks to secure supply orders from the Andhra Pradesh State Beverages Corporation Ltd. (APSBCL). A 305-page chargesheet filed by the Special Investigation Team (SIT) in a Vijayawada court on July 19, 2025, detailed these findings, though TIL was not named as an accused. The court is yet to take cognizance of the chargesheet.
According to the chargesheet, TIL generated approximately ₹1,472 crore in revenue from APSBCL deals. An estimated ₹218 crore was paid as kickbacks to a syndicate manipulating the state’s liquor market. Suspicious bank transactions revealed that TIL converted legitimate revenue into untraceable cash, allegedly through gold purchases from jewellery merchants. These transactions, disguised as GST-compliant business expenses, were handed over to syndicate handlers, effectively turning “white” money into “black” assets.
The chargesheet alleges the syndicate exerted tight control, forcing even established players like TIL to comply with illicit demands. The investigation uncovered how TIL leveraged its influence within APSBCL to secure massive sales, diverting a portion of its revenue to sustain this advantage. Despite efforts to contact TIL for comment, no response was received.

YSRCP chief and former Chief Minister Y.S. Jagan Mohan Reddy dismissed the allegations as a “manufactured narrative” in a social media post on July 20, 2025, claiming the case relies on coerced statements obtained through pressure, threats, and inducements. He accused the TDP-led government of orchestrating the probe for political vendetta.
The SIT’s findings point to a broader conspiracy involving policy manipulation and shell companies, with kickbacks allegedly funneled to top YSRCP figures. The probe continues to unravel the syndicate’s operations, raising questions about transparency in Andhra’s liquor trade.
