Former United States First Lady Jill Biden has revealed in her newly released memoir, View from the East Wing: A Memoir, that she was initially interested in keeping a diamond gifted to her by Indian Prime Minister Narendra Modi during his state visit to Washington in 2023. However, she ultimately returned the gift to the federal government after learning that its assessed value was significantly higher than its stated price. The memoir provides readers with a behind-the-scenes look at life in the White House and the strict ethics rules governing gifts received by senior public officials.
Among the many gifts she received during her tenure as first lady, Biden said one of the most memorable was a 7.5-carat synthetic diamond presented by Prime Minister Modi. According to her account, the diamond was intended to symbolize India’s growing ambitions in the lab-grown gemstone industry. Biden described the gift as “gorgeous” and admitted that it immediately caught her attention because of its size, craftsmanship, and significance.
Despite her admiration for the diamond, Biden explained that White House rules prevented her from automatically keeping it. Under U.S. ethics regulations, gifts presented to the president or first lady in their official capacities are considered property of the federal government. Such gifts are catalogued and evaluated, and recipients may only retain them by purchasing them at their officially assessed market value.

Biden recalled that Prime Minister Modi had informed her the diamond was handmade in his hometown and valued at approximately $2,500, even providing a bill of sale. Believing the amount was manageable, she considered buying the gift herself. However, after the U.S. State Department conducted an official appraisal and valued the diamond at $20,000, she decided not to proceed with the purchase due to the substantially higher price.
Instead, Biden was permitted to have the diamond mounted in a ring setting and borrow it for official appearances while she remained in office. She wore the ring at several formal events during her time as First Lady. Once her tenure ended, she returned the ring to the government, where it joined thousands of other gifts received by American presidents and their families over the years.
The memoir uses the episode to highlight the strict ethical and financial rules surrounding public office in the United States. Biden contrasts the diamond with a bracelet gifted by French First Lady Brigitte Macron, which she chose to purchase from the government because of its sentimental value. Prime Minister Modi’s 2023 state visit was one of the most significant diplomatic engagements between India and the United States during the Biden administration, underscoring growing cooperation in areas including technology, defense, semiconductors, and strategic affairs.
