Ukrainian President Volodymyr Zelenskiy announced that security guarantees for a post-war Ukraine are nearing completion, with details expected to be finalized in the coming days. In a recent statement on X following a phone call with Netherlands Prime Minister Dick Schoof, Zelenskiy revealed that teams from Ukraine, the United States, and European partners are actively shaping the framework for these guarantees. “There is now a real chance to end this war, and Ukraine is ready for constructive steps that can bring true peace closer,” Zelenskiy stated, while noting Russia’s apparent lack of commitment to peace.
Schoof, who postponed a planned visit to Kyiv due to a domestic political crisis, reaffirmed the Netherlands’ support, urging Russian President Vladimir Putin to engage in negotiations swiftly. “The Netherlands will do everything to put an end to Russia’s aggression,” Schoof posted on X, emphasizing the urgency for Putin to come to the negotiating table.
The push for security guarantees gained momentum after high-level talks in Washington on August 18, 2025, involving Zelenskiy, U.S. President Donald Trump, and European leaders, including Finnish President Alexander Stubb. However, Stubb expressed skepticism about an imminent meeting between Zelenskiy and Putin, citing Putin’s reluctance and Trump’s growing impatience as he seeks to broker an end to the three-and-a-half-year conflict. Zelenskiy stressed the need for urgency, stating that the outlines of the security framework should be clarified within days to avoid prolonging the process.

NATO Secretary General Mark Rutte, speaking in Kyiv on August 22, outlined a two-tier approach to the security guarantees. The first focuses on bolstering Ukraine’s armed forces, while the second involves robust commitments from Europe and the U.S. to ensure Russia is deterred from future aggression. “Ukraine and its allies are working to make sure the security guarantees are at a level that Putin would never dare to attack Ukraine again,” Rutte said during a joint press conference with Zelenskiy.
Zelenskiy also engaged with South African President Cyril Ramaphosa, emphasizing the importance of the Global South in pressuring Russia toward peace. As diplomatic efforts intensify, Ukraine remains steadfast in its pursuit of a lasting, secure resolution to the conflict.
