A new report by UN Special Rapporteur Francesca Albanese accuses multiple nations of enabling Israel’s ongoing genocide in Gaza through diplomatic, military, economic, and humanitarian support. Titled a “collective crime,” the report details how third states have fueled Israel’s systemic violations of international law, perpetuating a livestreamed atrocity rooted in colonial narratives that dehumanize Palestinians. Albanese’s report highlights four key areas of complicity: diplomatic protection, military aid, economic ties, and flawed humanitarian efforts. It singles out 26 countries, including India, China, Italy, and France, for supplying arms and components to Israel between October 2023 and October 2025, often through opaque systems involving dual-use and indirect transfers.
India is also noted for its military partnerships, participating alongside Israel in exercises like INIOCHOS 2025 with nations such as the US, Greece, and Qatar, and in a 2024–2025 global exercise led by AFRICOM and Moroccan forces. Meanwhile, states like the US and European nations are criticized for purchasing Israeli weapons, which account for 23% of Israel’s exports in 2024, bolstering its economy amid illegal occupation.
The report condemns the use of terms like “human shields” to justify attacks on Palestinian civilians, accusing some states of echoing Israel’s distortions of international law to mask their complicity. It also critiques inadequate humanitarian responses, such as airdrops by Belgium, Canada, Denmark, Jordan, and the UK, which Albanese calls “expensive, inadequate, and dangerous” compared to addressing Israel’s blockade, perpetuated with Egypt’s involvement.

Albanese warns of a growing divide between governments and their people, threatening the collapse of international law. She points to historical successes against apartheid regimes in South Africa and Rhodesia, urging similar measures against Israel’s settler-colonial violence and apartheid. The report slams the international community’s double standards, noting that failure to hold Israel accountable—despite clear international court orders—undermines global trust in justice and peace.
Calling for urgent action, Albanese emphasizes that renewal is possible only if complicity is confronted and justice upheld. The report underscores the need for third states to halt military and economic support, enforce international law, and work toward a permanent ceasefire to end the humanitarian catastrophe in Gaza.
