The Shanghai Cooperation Organisation (SCO) issued a powerful condemnation of the April 22 Pahalgam terror attack in India, aligning with Prime Minister Narendra Modi’s call to reject “double standards” in combating terrorism. The declaration, released at the conclusion of the SCO’s two-day annual summit in Tianjin on Monday, September 1, 2025, underscored the group’s unwavering resolve to tackle terrorism, separatism, and extremism, with leaders like Modi, Chinese President Xi Jinping, and Russian President Vladimir Putin in attendance.
The SCO’s statement expressed deep condolences to the victims’ families and demanded justice for the perpetrators, organizers, and sponsors of the Pahalgam attack, as well as terror incidents in Pakistan’s Balochistan province, including attacks in Khuzdar and on the Jaffer Express. “Terrorism in all its forms is unacceptable, and double standards in the fight against it must end,” the declaration stated, urging the international community to unite against cross-border terrorism and prevent the use of terrorist groups for “mercenary purposes.”
The declaration also condemned Israel’s military strikes in Gaza, citing the devastating civilian casualties and humanitarian crisis in the region. Emphasizing the central role of sovereign states in countering terrorist threats, the SCO called for the full implementation of UN Security Council resolutions and the UN Global Counter-Terrorism Strategy, in line with the UN Charter and international law, to combat all terrorist groups effectively.

Highlighting regional security as a priority, the SCO stressed the need for collective action to address the growing challenges of terrorism and extremism.
