Indian intelligence agencies are closely monitoring signs of an emerging nexus between Pakistan-based Lashkar-e-Taiba (LeT) and the Palestinian militant group Hamas, after a senior Lashkar-linked commander publicly admitted to meetings with Hamas leadership, raising concerns over deeper cross-regional terror cooperation.
Faisal Nadeem, a commander associated with the Pakistan Markazi Muslim League (PMML), widely regarded as Lashkar’s political front, has acknowledged in a recent video accessed by NDTV that he met senior Hamas leaders in Doha, Qatar, in 2024. In the video, Nadeem said he was accompanied by Saifullah Kasuri, alleged to be the mastermind of the Pahalgam terror attack in Jammu and Kashmir.
According to Nadeem, the delegation met Hamas leader Khaled Mashal during the Doha visit. Indian intelligence officials say this admission provides rare, direct evidence of coordination between terrorist networks operating in South Asia and the Middle East. Security analysts believe such interactions point to an effort to share logistics, propaganda strategies, and operational experience.

The disclosure follows an NDTV report on January 7 that detailed a meeting between senior Hamas commander Naji Zaheer and Lashkar commander Rashid Ali Sandhu in Gujranwala, Pakistan. That meeting took place during a public PMML event and came to light after an undated video surfaced showing both leaders on the same stage, suggesting growing confidence and openness in their engagement.
Investigators noted that Zaheer attended the event as chief guest, while Sandhu appeared under the guise of a political representative. Security officials said the public nature of the interaction indicated strengthening ties, adding that Zaheer has reportedly visited Pakistan nearly 15 times since October 2023.
Counter-terrorism experts warn that coordination between Hamas and Lashkar-e-Taiba—both designated terrorist organisations by the United States and several other countries—could have serious regional and global security implications. Officials say the meetings point to a broader ideological and operational alliance that may involve training, fundraising, and propaganda collaboration. Indian intelligence agencies are continuing to assess the implications for national security and exploring possible actions through international mechanisms, including the Financial Action Task Force.
