The Delhi Legislative Assembly has become the first state assembly in India to fully operationalise a real-time digital audit monitoring portal, Speaker Vijender Gupta announced on Monday. The newly launched Audit Para Monitoring System (APMS) enables continuous tracking of audit observations and departmental action taken notes, marking a significant advancement in financial transparency and accountability.

Gupta described the platform as a pioneering initiative that ensures procedural discipline and strengthens the audit follow-up mechanism within the Government of the National Capital Territory of Delhi. Developed by the Ministry of Finance’s Expenditure Department in line with Public Accounts Committee guidelines, the system provides end-to-end digital oversight of every audit paragraph issued by the Comptroller and Auditor General.

During a high-level review meeting, the Speaker examined the portal’s current status and noted that while 142 audit paragraphs have already been uploaded by various departments, only 30 formal action taken notes have been submitted. Expressing dissatisfaction with the slow progress, Gupta emphasised that timely and properly formatted responses are critical for the effective functioning of the Public Accounts Committee.

Officials highlighted persistent challenges, including numerous departmental replies that fail to meet prescribed formats and therefore cannot be tabled before the committee. Gupta issued strict instructions that all incomplete or informal submissions must be rectified and resubmitted within three weeks, warning that only correctly formatted notes will be accepted as valid.

With the successful rollout of APMS, Delhi has set a national benchmark for legislative transparency, positioning itself at the forefront of digital governance reforms and reinforcing accountability in the utilisation of public funds across government departments.
