The Assam government on Thursday announced a comprehensive relief and rehabilitation package for families affected by the recent floods, introducing measures that include a loan moratorium, free textbooks for students, essential supply kits and financial assistance for damaged institutions. Chief Minister Himanta Biswa Sarma said the package is aimed at helping affected communities recover quickly and ensuring that no family is left without support in the aftermath of the disaster.

Addressing residents through a live broadcast on social media, Sarma said the government's immediate focus is to stand with people who have suffered losses and provide the assistance required to restore normalcy. "Our effort is to ensure that no flood-affected family is left without assistance. Relief work is continuing, and the government will extend every possible support for rehabilitation," the Chief Minister said, reiterating the state's commitment to rebuilding livelihoods and public infrastructure.

As part of the immediate relief measures, every flood-affected household will receive an essential supplies kit containing rice, pulses, edible oil and other daily necessities. The government has already begun large-scale distribution of these kits in the worst-hit districts. According to Sarma, 2,37,513 relief kits have been dispatched to Sivasagar district, while another 63,000 kits have been sent to neighbouring Charaideo, where floodwaters have caused extensive damage to homes, farmland and public infrastructure.

Recognising the impact of the floods on education, the state government also announced special support for students. Children in the flood-affected districts of Sivasagar and Charaideo will receive free textbooks to help them resume their studies without additional financial burden. In addition, students who lost mark sheets, certificates or other academic documents during the floods will be able to obtain duplicate copies free of cost. The measure is intended to prevent disruptions to admissions, examinations and other educational processes caused by the loss of important records.

The relief package also includes financial support for institutions and individuals affected by the disaster. The Chief Minister announced a temporary moratorium on eligible loans to ease the financial burden on flood-hit borrowers, while assistance will also be extended to public institutions and facilities that sustained damage. Officials said detailed guidelines regarding the implementation of the loan relief and financial aid measures would be issued separately to ensure eligible beneficiaries receive support promptly.

Assam experiences severe flooding almost every year due to heavy monsoon rainfall, overflowing rivers and erosion, with thousands of families frequently displaced across several districts. This year's floods have once again disrupted normal life, damaged crops, homes and infrastructure, and affected education and livelihoods. With relief operations continuing across the state, the government has said rehabilitation will remain a priority in the coming weeks, focusing on restoring essential services, supporting affected families and helping communities recover from the devastation.
