A 19-year-old welder, Rizwan, was arrested in Karnal, Haryana, for the murder of a 20-year-old woman in Delhi’s GTB Enclave, police said on Thursday.
The incident, driven by Rizwan’s obsessive infatuation, occurred on April 14, 2025, when he shot the victim twice after she rejected his advances and refused to end contact with another man.
Rizwan, a Class-9 dropout from Sunder Nagri, met the victim, Sayra Parveen, through Instagram months ago, using Google Translate to communicate, according to police. Their relationship soured when Rizwan, enraged by her interactions with another youth, demanded she cut ties. Despite developing a relationship, Parveen resisted his sexual advances, escalating tensions, said ACP (Crime Branch) Sanjay Sain.

On April 14, Rizwan lured Parveen to a meeting near Kodia Colony Gate. After a heated argument, he shot her in the head and neck with a country-made pistol procured two days earlier, fleeing the scene.
CCTV footage showed them together minutes before the shooting, aiding police in identifying Rizwan, who was apprehended at a roadside eatery wearing the same clothes seen in the footage. His clothes and shoes were seized as evidence.
Rizwan confessed to the crime, admitting he handed the pistol to an acquaintance, now absconding. He faces charges under the Bharatiya Nyaya Sanhita and Arms Act. The victim’s family noted Parveen’s emotional struggles since her mother’s death from cancer a month prior, suggesting her online interactions were a coping mechanism.
The murder, reported around 9:55 PM on April 14, has exposed safety concerns in GTB Enclave, with locals highlighting poor street lighting near the crime scene. Police continue to investigate potential links to a prior murder case.
