In a major counter-insurgency operation, Assam Police, acting on specific intelligence inputs and with support from central security agencies, arrested two suspected active members of the banned ULFA (Independent) outfit in Tinsukia district on Friday, officials said. Authorities believe the operation prevented a planned attack that could have targeted civilians and disrupted peace in Upper Assam. The arrests are being viewed as a significant success in ongoing efforts to counter insurgent activities in the region.
The arrested individuals have been identified as Siyor Asom alias Humenjyoti Baruah, 27, and Manoj Asom alias Papu Moran, 30. According to the police, both were allegedly serving as "SS 2nd Lieutenant" within the insurgent organisation. Security agencies detained the duo during the intelligence-led operation before they could allegedly carry out their planned activities. Legal proceedings have since been initiated against both accused.
During the operation, security personnel recovered a substantial cache of arms, ammunition and survival equipment from the suspects. The seized items included two AK-56 assault rifles, 172 rounds of live ammunition, two hand grenades, medical supplies, syringes, opioid substances, jungle survival rations, backpacks and other military-style equipment. Investigators are examining the recovered materials to determine their intended use and possible links to broader insurgent networks.

According to preliminary findings, investigators believe the two suspects had allegedly been tasked by ULFA(I) to carry out an indiscriminate attack on civilians in Tinsukia town with the aim of creating fear and panic among the public. Police said the intelligence-led operation enabled security forces to intervene before the alleged plan could be executed, thereby averting what officials described as a potential mass-casualty incident.
Investigators are also probing possible external influences behind the alleged conspiracy. Officials said early evidence suggests the planned operation may have shown signs of support or direction from elements seeking to destabilise peace and security in the region. The investigation is focused on identifying the wider network, logistical support systems and any additional operatives who may have been involved in planning or facilitating the alleged attack.
Police have registered a case and said further investigations are underway. Authorities will continue to examine the recovered evidence, trace the movement of the suspects and determine whether others were involved in the alleged plot. Security agencies have reiterated their commitment to maintaining law and order in Assam and said coordinated intelligence-based operations will continue to prevent insurgent activities and safeguard civilian lives.
