India and Afghanistan have agreed to work towards establishing a Joint Working Group to develop a long-term roadmap for cooperation in agriculture and livestock, as both countries seek to strengthen collaboration in areas including seeds, irrigation, research and agricultural trade. The decision was taken during bilateral discussions between Union Agriculture Minister Shivraj Singh Chouhan and Afghanistan’s Minister of Agriculture, Irrigation and Livestock Mawlawi Ataullah Omari in New Delhi on Wednesday.
The proposed Joint Working Group is expected to provide a structured platform for regular engagement between the two sides and identify new areas of cooperation based on mutual priorities. According to the Ministry of Agriculture, the initiative will help both countries coordinate efforts in agricultural development and explore opportunities for technical collaboration, capacity building and knowledge sharing.
During the meeting, the Afghan side highlighted its interest in improving wheat productivity through access to advanced seed technologies and research partnerships. Afghanistan sought India's support in strengthening agricultural output by adopting improved farming practices and scientific approaches. The discussions also covered potential cooperation in crop development, irrigation management and livestock-related initiatives.

Responding to Afghanistan's requests, Chouhan said India was prepared to provide support through the supply of quality seeds for key crops such as wheat, maize and potatoes. He also offered assistance in developing climate-resilient and biofortified crop varieties, along with sharing scientific expertise from the Indian Council of Agricultural Research (ICAR). The minister emphasised India's willingness to contribute to Afghanistan's agricultural growth through technology transfer and research cooperation.
Agriculture remains a crucial sector for Afghanistan, where a large portion of the population depends on farming and livestock activities for livelihoods. Improving productivity, strengthening irrigation systems and increasing access to better-quality seeds are considered important steps towards enhancing food security and rural economic development. India's experience in agricultural research and technology-driven farming practices could support Afghanistan's efforts in these areas.
The proposed cooperation comes as India and Afghanistan continue to explore ways to expand bilateral engagement in development-focused sectors. Agriculture and livestock have emerged as potential areas of collaboration, offering opportunities for knowledge exchange and technical assistance despite broader regional challenges. The formation of the Joint Working Group would mark a step towards institutionalising agricultural cooperation between the two nations.
By focusing on practical areas such as seed development, crop improvement, irrigation, research and trade, the partnership aims to create a framework for sustained engagement and mutual benefit. Officials from both sides are expected to work on the next steps for establishing the group and defining its areas of focus. The initiative reflects India's broader approach of supporting development partnerships in neighbouring countries while promoting cooperation in sectors that directly impact food security, rural livelihoods and economic stability.
