Prime Minister Narendra Modi will chair the 11th Governing Council Meeting of NITI Aayog on Thursday at the Rashtrapati Bhavan Cultural Centre in New Delhi, where discussions will focus on inclusive human development and strategies to accelerate progress towards the vision of a developed India by 2047.
The meeting is expected to bring together Chief Ministers and Lieutenant Governors from across the country to deliberate on the broader framework of “Team India” governance. The agenda will centre on ensuring measurable outcomes in human development and strengthening coordinated efforts between the Centre and states for equitable and sustainable growth.
This year’s theme, “Inclusive Human Development for Viksit Bharat @2047,” highlights a national focus on ensuring welfare and development across all sections of society, regardless of age, region, gender, or socio-economic background. Officials say the discussions will aim to align state-level development visions with the national roadmap for long-term transformation.

A key part of the deliberations will focus on an Inclusive Human Development Framework built around four core pillars. These include foundational human capital development and future-ready skills, productive employment and entrepreneurship with decentralised growth, improved health and nutrition outcomes, and ensuring equity and dignity for all citizens.
The meeting will also explore strategies to promote entrepreneurship, strengthen skilling initiatives, and generate sustainable employment opportunities across sectors. Emphasis is expected to be placed on leveraging governance reforms, digital public infrastructure, data-driven systems, and partnerships to improve implementation efficiency and accountability.
In addition, participants will review recommendations from the 5th National Conference of Chief Secretaries held in December 2025. The discussions from that conference focused on key areas such as early childhood education, school education reforms, skilling for future workforce needs, higher education for a knowledge-driven economy, and expanding opportunities in sports and extracurricular development. The Governing Council is expected to build on these recommendations to create a structured roadmap with short, medium, and long-term developmental goals.
