He added that establishing a ceasefire is the key prerequisite for any poll.
Under the Ukrainian constitution, national elections cannot legally be conducted while martial law is in effect, which has been in place since Russia’s full-scale invasion in February 2022. As a result, scheduled elections that would normally have taken place earlier were postponed indefinitely.

Recent media reports — including from the Financial Times — suggested that Zelensky might announce a plan for presidential elections alongside a peace-deal referendum by mid-May 2026, possibly unveiling details on February 24, the anniversary of the invasion. However, Zelensky’s office has denied any set date, reiterating that security conditions remain the deciding factor.
Zelensky’s position reflects a broader context in which Ukraine’s leadership balances pressure from Western partners to hold elections with the very real practical and legal barriers posed by the ongoing war, martial law, and the challenge of ensuring safe and inclusive voting for displaced citizens and those on the front lines.
