The Uttar Pradesh Cabinet has approved a new transfer policy for the 2026–27 cycle, introducing significant changes that will impact nearly 1.6 million government employees and officers across the state. The policy mandates that all transfers and postings will be carried out within a fixed window from May 5 to May 31, aiming to streamline administrative processes and ensure timely implementation.
According to Parliamentary Affairs and Finance Minister Suresh Khanna, the policy makes it compulsory to transfer officers and employees who have completed three years in a district or seven years in a division. The move is intended to promote administrative efficiency and prevent prolonged postings in the same location. The Cabinet has also incorporated provisions to post government-employed couples at the same place, while offering relief to employees with disabilities or serious health conditions.
The policy sets clear limits on the number of transfers, capping them at 20 percent of cadre strength for Group A and B officers and 10 percent for Group C and D employees. Authorities have emphasised that transfers will be conducted through an online, merit-based system to enhance transparency and reduce discretionary practices. A total of 29 proposals were approved during the Cabinet meeting, reflecting a broad administrative reform agenda.

In a parallel initiative, the Cabinet also approved the “One District One Dish” scheme, aimed at promoting Uttar Pradesh’s diverse culinary heritage. MSME Minister Rakesh Sachan said the scheme will identify a signature dish from each district and work toward improving its quality, packaging, and branding. The initiative seeks to provide national and international recognition to traditional foods while supporting local traders, artisans, and food entrepreneurs.
The government plans to organise vendor conferences and provide training to stakeholders to boost production and marketing of these regional dishes. Financial incentives, including subsidies of up to 25 percent for investors, will be offered to encourage participation. Officials cited well-known regional delicacies such as Agra’s petha, Mathura’s peda, and Gorakhpur’s litti chokha as examples of products that could benefit from structured promotion and branding.
Additionally, the Cabinet approved several governance and infrastructure measures, including the rollout of an e-summons system to expedite court proceedings. New rules will allow summons to be issued through digital platforms such as email and WhatsApp. The government also announced enhanced compensation for farmers affected by high-tension power lines, doubling land rates near electricity towers and offering up to 30 percent of land value for transmission lines passing through agricultural fields.
