Prime Minister Narendra Modi delivered a scathing critique of the Congress party during his public address in Assam's Dibrugarh district on December 21, 2025, directly accusing it of systematically settling and shielding illegal Bangladeshi migrants over decades to consolidate its electoral vote bank. He asserted that such policies disregarded the cultural identity, security concerns, and aspirations of the indigenous Assamese population, while the BJP-led government was actively rectifying these historical injustices through determined corrective measures.
Addressing a large gathering immediately after laying the foundation stone for the Rs 10,601-crore brownfield ammonia-urea fertiliser plant at Namrup, Modi charged that the Congress remained committed to an agenda detrimental to national interests, actively opposing ongoing voter list revisions aimed at removing ineligible entries. He emphasized that the party continued to favor encroachments on Assam's lands and forests by outsiders purely for political gains, indifferent to the long-term harm inflicted on local communities and their resources.
The Prime Minister pointed to specific examples of Congress obstructionism, including its opposition to prestigious honors like the Bharat Ratna conferred on legendary Assamese singer Bhupen Hazarika and the establishment of a major semiconductor facility in the state. In contrast, he highlighted BJP achievements such as granting long-denied land rights to tea garden workers, providing them dignified livelihoods, and addressing chronic neglect of industrial infrastructure that had led to frequent shutdowns of fertiliser units, causing hardships for farmers and employees alike.

Modi underscored the transformative reforms in the fertiliser sector under his administration, revealing that national urea production had surged from 225 lakh metric tonnes in 2014 to around 306 lakh metric tonnes in recent years through sustained efforts and modernization. He criticized previous Congress-led governments for their apathy toward outdated technology and unresolved operational issues at facilities like Namrup, stating that the current double-engine government was resolving problems created by decades of inaction and indifference.
Hailing the new Namrup project—set for commissioning in 2030 with an annual production capacity of 12.7 lakh metric tonnes—as a landmark achievement, Modi described the occasion as historic for Assam and the entire Northeast, promising reduced import dependency, thousands of employment opportunities, enhanced agricultural support, and a new era of industrial and economic development that would benefit neighboring states and position the region as a key hub for fertiliser supply and exports.
