The Union government has outlined a tentative legislative agenda for the upcoming Monsoon Session of Parliament, proposing five new bills covering taxation, judicial reforms, civil registration, national honour, and the micro, small and medium enterprises (MSME) sector. According to the list of government business, the session will also include consideration and passage of two pending bills carried forward from earlier sittings. The proposed legislation reflects the government's focus on economic reforms, institutional strengthening, and administrative efficiency.
Among the key proposals is the Income-tax (Amendment) Bill, 2026, which seeks to replace an existing ordinance. The government said the measure is aimed at strengthening India's sovereign debt market, improving liquidity, and attracting stable global capital inflows amid ongoing geopolitical uncertainties, rising crude oil prices, and disruptions in global supply chains. Another significant proposal is the Supreme Court (Number of Judges) Amendment Bill, 2026, which seeks to increase the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India, with the objective of reducing the court's growing backlog of cases.
The government also plans to introduce the Registration of Births and Deaths (Amendment) Bill, 2026, which proposes stricter provisions for delayed registration of births and deaths by amending Section 13(3) of the Registration of Births and Deaths Act, 1969, as revised in 2023. In addition, the Prevention of Insults to National Honour (Amendment) Bill, 2026 seeks to amend the 1971 law governing respect for the National Flag, the National Anthem, and the Constitution. However, the government has not yet disclosed the specific changes proposed under this legislation.

The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 is expected to introduce several reforms aimed at modernising the MSME ecosystem. The proposed legislation seeks to improve ease of doing business, promote trust-based regulation, strengthen mechanisms for addressing delayed payments to small businesses, provide for the enforcement of arbitral awards in favour of micro and small enterprises, and allow states greater flexibility in determining the composition of Micro and Small Enterprises Facilitation Councils. The changes are intended to better align the MSME Development Act, 2006, with the evolving needs of the sector.
Apart from the five new bills, the government will also take up two pending pieces of legislation during the Monsoon Session. These include the Foreign Contribution (Regulation) Amendment Bill, 2026, introduced in the Lok Sabha on March 25, 2026, and the Viksit Bharat Shiksha Adhishthan Bill, 2025, which was introduced in December 2025 and later referred to a Joint Committee of Parliament. The committee's report is awaited before the education bill is considered for passage. Together, the proposed legislative agenda signals the government's intent to advance reforms across taxation, governance, the judiciary, education, and support for small businesses during the session.
