Meghalaya Chief Minister Conrad K. Sangma on Monday reviewed ongoing reform initiatives in the Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC), with a focus on strengthening governance systems, improving administrative efficiency, and accelerating digitisation across the councils. The review forms part of a broader push to modernise institutional functioning within the state’s autonomous governance framework.
Chairing the review meeting, Sangma noted that the state government had recently urged both district councils to work closely with it in implementing key reforms. He said the initiative aims to upgrade service delivery mechanisms and ensure that administrative processes become more transparent, efficient, and citizen-friendly. The Chief Minister expressed satisfaction that both councils had accepted the proposals and begun initiating steps to implement the reform agenda.
The proposed reforms focus on multiple areas, including strengthening service rules, improving financial management systems, and streamlining administrative procedures. Officials said these measures are intended to reduce delays, enhance accountability, and improve the overall functioning of the Autonomous District Councils. Digitisation of records and services has also been identified as a key priority under the reform programme.

Sangma said the introduction of technology-driven systems would help simplify governance processes and make public services more accessible to citizens in tribal areas. He added that streamlined digital platforms would also make it easier for residents to pay taxes and fees, reducing dependency on manual procedures and improving efficiency in service delivery across council jurisdictions.
The Chief Minister reiterated that the state government would extend full support to the district councils in implementing these reforms. He said capacity building and institutional strengthening would be essential to ensure the long-term success of the initiatives. According to him, improved governance practices would ultimately benefit citizens by making administration more responsive and effective.
Autonomous District Councils in Meghalaya operate under the Sixth Schedule of the Constitution and play a crucial role in managing land, customary laws, and local governance in tribal regions. The state government has been steadily pushing digital governance and administrative reforms across departments, with the current initiatives seen as part of a wider effort to enhance transparency and improve public service delivery across Meghalaya.
