More than a week after the expansion of Karnataka’s cabinet, uncertainty continues over the allocation of responsibilities within the government, with Bengaluru Development Minister Krishna Byre Gowda yet to formally assume charge of his department. The delay has drawn attention to unresolved questions regarding the scope of the minister’s authority over key urban planning and development institutions in the state capital.
According to sources, Gowda has declined to take charge of the Bengaluru Development portfolio until the government provides clarity on the powers and responsibilities attached to the position. At the centre of the issue is the minister’s role in overseeing Bengaluru’s principal planning and development bodies, which play a crucial part in shaping the city’s infrastructure, land use and urban growth policies.
The matter has remained unresolved despite the cabinet expansion taking place more than a week ago. While other newly inducted ministers have begun functioning in their assigned departments, the ambiguity surrounding the Bengaluru Development portfolio has delayed the formal transfer of responsibilities to Gowda. The situation has prompted discussions within government circles about the distribution of authority among various departments and agencies involved in the administration of Bengaluru.

Bengaluru, India’s technology hub and one of the country’s fastest-growing metropolitan areas, relies on multiple agencies for urban planning, infrastructure development and civic management. As a result, questions regarding jurisdiction and decision-making powers can have significant implications for governance and the implementation of major development projects. The ongoing uncertainty has highlighted the importance of clearly defining institutional responsibilities within the state administration.
Neither the state government nor Gowda has publicly outlined the details of the disagreement. However, sources indicate that the minister is seeking clarity on whether key planning institutions will fall under his direct purview before he formally takes charge. The government is understood to be examining the issue and exploring possible arrangements to address the concerns raised.
The delay comes at a time when Bengaluru faces mounting challenges related to infrastructure, traffic congestion, urban expansion and service delivery. Political observers note that a prolonged lack of clarity over the portfolio could affect decision-making on important city projects. A resolution is expected once the government finalises the distribution of powers and responsibilities among the relevant departments and agencies.
