The Jammu and Kashmir Legislative Assembly unanimously passed a resolution on Monday condemning the April 22 Pahalgam terror attack that killed 26 people, mostly tourists, in a brutal assault attributed to Pakistan-based terrorists.
Moved by Deputy Chief Minister Surinder Choudhary during a special session, the resolution expressed “profound shock and anguish” over the “barbaric and inhumane” attack, reaffirming the Assembly’s commitment to fostering peace, communal harmony, and inclusive prosperity.
The session began with a two-minute silence to honor the victims, including pony ride operator Syed Adil Hussain Shah, whose heroic sacrifice while protecting tourists was lauded as embodying the “true spirit of Kashmiriyat.”

The resolution condemned the attack as an assault on constitutional values and the region’s ethos, noting its “sinister design” to target specific communities and disrupt unity. It praised the people of Jammu and Kashmir for their resilience, citing peaceful demonstrations and widespread support for affected tourists as proof of their commitment to harmony.
The Assembly endorsed the Centre’s diplomatic measures, including the suspension of the Indus Waters Treaty, and urged media outlets to avoid inflammatory rhetoric. It also called on states and Union territories to ensure the safety of Kashmiri students and residents, appealing to political parties, religious leaders, and civil society to reject divisive narratives.
A robust debate preceded the resolution’s passage, reflecting the Assembly’s resolve to counter terrorism and promote unity in the face of adversity.
